A meme-style image with bold navy blue text on a white banner across the top reading "Empty Oil Tankers are SAILING to the US to LOAD UP on OIL!" The tankers are various colors (dark hull with red/rust-colored underside, white superstructures), and the sky is blue with scattered clouds.
