Over the preceding days he moved between Georgia, Palm Beach and Kentucky, so an Eastern-time reading fits. At least five other wordless posts carry the same date in the context provided. That points to a late-night run of reposts, a habit of his on Truth Social, and not to a single scheduled announcement.

What the selection does. He chose a third-party write-up of his own policy over announcing it himself. Coverage from an outlet presented as news works as a testimonial in a way a self-issued statement does not, even when the outlet is a reliably friendly one. The headline is all benefit ("relief," "help farmers") with no cost, mechanism or tradeoff attached, which fits it for supply rather than information. In the week before, a Washington Post-ABC-Ipsos poll put his approval at 33%, the Russia sanctions waiver drew bipartisan criticism, and he excoriated Zelensky after a strike on a Russian oil terminal.
