He voted for the Tax Relief for American Families and Workers Act, and voted yes on final passage of the OBBB on July 3, 2025 (218-214), which extended the 2017 tax cuts.
Secure the border — strongly supported. He has chaired the House Committee on Homeland Security since July 22, 2025, the panel with primary jurisdiction over border security. His POLICE Act language making assault of a law enforcement officer a deportable offense was enacted as part of the Laken Riley Act, signed January 29, 2025. He has pressed for full enforcement of immigration law regarding the Del Rio migrant surge and demanded transparency from the Biden administration on migrant relocations. (Note: he also voted for the Farm Workforce Modernization Act in 2021, which would have granted legal status to undocumented agricultural workers — a departure from restrictionist orthodoxy.)
Support the military and veterans — supported. He voted yes on the FY23 NDAA authorizing $857 billion including a 4.6% servicemember pay raise; six of his provisions plus seven he cosponsored were included in one House NDAA, and two of his amendments were in the FY22 NDAA. He reintroduced the Veteran Suicide Prevention Act with Rep. Derek Kilmer, and three bills he helped introduce passed the House Committee on Veterans' Affairs.
Grow the economy — broadly consistent. He serves on Financial Services as Vice Chairman of the Capital Markets Subcommittee, worked on PPP access expansion for small businesses, and secured Long Island infrastructure funding. Notably he voted for the Infrastructure Investment and Jobs Act in November 2021, which Trump publicly attacked Republicans for supporting.
Cut regulations — thinly evidenced but not contradicted. He introduced the REG Act (Review the Expansion of Government Act) with Rep. Young Kim to increase congressional oversight of the SEC, framed as countering overregulation harming small businesses. Beyond this I found no substantial deregulatory record.
Champion American energy dominance — this is the plank that fails as stated. Garbarino's actual energy record runs against Trump's fossil-fuel-centered 'energy dominance' agenda. On March 9, 2025 he authored and led a letter signed by 21 House Republicans to Ways and Means Chair Jason Smith urging preservation of the Inflation Reduction Act clean energy tax credits, warning of drastic utility cost increases and threatening to oppose the reconciliation package; the signatory count had grown from 18 in the prior Congress. He co-chairs the bipartisan House Climate Solutions Caucus. After the OBBB cut those credits, he was among 13 Republicans who voted for the bill and then urged Senate leaders to scale back its clean energy cuts — drawing DCCC criticism that they 'promised not to support cuts to clean energy tax credits, then cast the deciding votes.' Most pointedly, as Homeland Security Chairman he led nine Republicans demanding that Trump officials brief Congress on their December 2025 decision to halt construction of five nearly complete Atlantic offshore wind projects, saying 'If there are national security concerns, and they want to show us them, I'm more than happy to listen.' One of those projects is Sunrise Wind off Long Island's Montauk Point, intended to power 600,000 New York homes; federal judges ruled against the administration's halt in all five cases. Garbarino does frame clean energy as part of Trump's energy dominance edict, so the words are not flatly false — but presenting him as a champion of energy dominance in Trump's fossil-fuel sense inverts his most visible energy positions, on which he is among the leading Republican dissenters.
Verdict rationale: the list is directional campaign language, but it is checkable and most of it checks out with enacted laws and formal roles. The energy claim is the significant exception, and the overall framing understates how frequently Garbarino breaks with Trump — reflected in a 53% Heritage Action score for the current session. |
