This is a political meme styled as a parody of the "Dumb and Dumber" movie poster. The original movie title logo reads "DUMB AND DUMBER" in large white block letters at top, with "THE ILLINOIS GOVERNMENT" added in white text below it. Below the text are two digitally composited head-and-shoulders portraits of men in dark suits, white shirts, and dark ties, against a blurred city skyline at dusk. The man on the left has a heavily reddened, flushed, sweaty face with beads of water/sweat covering his skin, wide bloodshot-looking eyes, and his tongue hanging out with saliva dripping from it — an exaggerated, digitally distorted image resembling Illinois Governor JB Pritzker. The man on the right has short dark hair, a trimmed beard with gray flecks, thick black-framed glasses, and a wide-eyed, mildly startled or bemused expression, resembling Chicago Mayor Brandon Johnson. The image mocks the two officials by inserting their likenesses into the classic "Dumb and Dumber" poster pose/format to portray them as incompetent.

A digitally altered image of a California license plate (registration tag "2026", code "CA 175") with a lake and snow-capped mountain scenery in the background, styled after the state's Lake Tahoe plate design. The plate reads "NEW-SCM" in large blue letters. Superimposed over the center of the plate is a painted portrait of a gaunt, disheveled man with disheveled dark hair, pale skin, sunken/bloodshot eyes, and numerous scabs, sores, or wounds on his face and neck; he wears a dirty, blood-spotted collared shirt and tie. In the lower left corner, in place of the plate's usual bear graphic, is an emaciated, mangy grizzly bear with sores/dollar-sign brands or wounds on its body, standing over a small dark humanoid silhouette in the grass. Wilted, dying yellow and orange flowers flank the bottom corners in place of the plate's normal healthy flowers. Below the portrait, in elegant cursive script, is the caption "The Once Golden State."
