What the image shows
A political meme image. Below bold black caption text is a photograph of a large rusted green dumpster/roll-off container filled with tangled, weathered debris that appears to be old rubber or composite piping/tubing coiled and clumped together, along with some scattered pieces of orange debris and a cardboard box. Two workers, one wearing a hard hat and sunglasses, are visible at the right edge of the frame looking into the dumpster. A white building or trailer is visible in the upper left background, with trees in the distance.
