> 🚨BREAKING🚨Catherine Herridge: “Leaked government memo confirms whistleblowers were targeted by Border Agency after exposing federal DNA Collection law was not followed for immigration violations. Homeland Security whistleblowers claim American deaths ‘were preventable.’”

## What the media says

**Video transcript** (10:29), transcribed automatically, so names and numbers may be wrong. Speakers aren't identified, so a voice in it may not be his:

> "Americans are dead and these deaths were preventable." So this internal government memo confirms that you were retaliated against because you spoke out against officials at Homeland Security who you believed were violating the law. Yes, 100 percent. The agency's goal is to bankrupt you, make you quit, die, kill yourselves, or basically, preferably, all of the above. This law is on the books. Yes. Is Homeland Security enforcing the DNA collection law? Not fully. As a result, are Americans less safe? Yes. No question in your mind. It already is. Our team sat down with three government whistleblowers with seven decades of law enforcement experience. They work at Customs and Border Protection, or CBP, a division of Homeland Security. This internal government memo confirms that you were retaliated against because you spoke out against officials at Homeland Security who you believed were violating the law. Yes, 100 percent. The agency's intentional decade-long failure to implement a law designed to protect public safety. That's its conclusion. Customs and Border Protection is in violation of the federal law and it's done knowingly. Yes. This internal Homeland Security directive marked law enforcement sensitive lays out the law. The border agency is required to collect DNA samples from non-United States persons in detention for immigration violations. Known as the DNA Fingerprint Act, it passed in 2005 with bipartisan support. So there's no ambiguity. The language is clear. It lays it out as a road map. Have you ever seen a directive like this be ignored? Never, no. Okay, a lot of people are going to be confused. Homeland Security's job is to uphold the law and to keep Americans safe. But what you're alleging is that Homeland Security is not complying with the law. That's correct. Since 2021, under the Biden-Harris administration, Homeland Security's own data reports more than 10 million border encounters. The internal mood is it's a dumpster fire. It is a questioning of our mission versus what is actually being executed in the field. Jones showed us what's supposed to happen in the field when DNA is collected from individuals detained and processed on immigration violations. So, Katherine, this is the kit that's provided by the FBI to the Customs and Border Protection officers and agents. Place it inside your cheek. Okay. Rub inside your cheek three times. Three times, yeah. You're collecting saliva and skin cells or epithelial cells. Okay. I would then take it back from you, close it, place it inside the white envelope, which then gets sent to the FBI laboratory for processing. So, 30 seconds to collect, about $4 a pack. Correct. How long to process by the FBI? Approximately 72 hours. So, it helps you identify suspects. Absolutely. It gives an investigative lead to a law enforcement agency. Has the system solved cold cases? Yes. It's presumptively solved over 1,000 cases just from DNA collection. Not only does it cut down on crime, it also cuts down on the time that it takes law enforcement to find this individual. You've had Republican administrations. You've had Democratic administrations. Have either of them implemented the law? No. The willful noncompliance, I believe, is inexplicable. For many years, the Department of Homeland Security and Customs and Border Protection have failed to follow the law. Recent data released by Republican Senator Chuck Grassley suggests nearly 70% of border encounters did not include DNA collection as required by law, and as many as 950,000 violent criminals were unidentified. 950,000 violent criminals went unidentified. That's nearly a million people. That estimate was from 2010 through 2019. That was five million illegal entries at the time. What you're saying to me is that 950,000 violent criminals is an old number. It's on the low end. Yes, ma'am. The continued prolonged willful failure to comply with the DNA fingerprint act has resulted in the harm that Americans are dead and these deaths were preventable. That's a very significant statement. I believe that to be statistically verifiable. The August 2023 sexual assault and murder of a 37-year-old mother of five in Bel Air, Maryland haunts the whistleblowers. Are you alleging that Homeland Security's failure to comply with the DNA collection law may have been a contributing factor in Rachel Morin's death? It may have been a contributing factor, yes. No question in your mind? None. That's a very serious charge to make. It is. Now charged with Rachel Morin's murder is 23-year-old Victor Antonio Martinez-Hernandez from El Salvador. An alleged gang member, authorities claim he murdered another woman before fleeing to the U.S. in February 2023. Based on our reporting, the suspect didn't just have one encounter with border agents. He had multiple encounters. So there were multiple opportunities to take his DNA. We understand we had three bites at the apple with this subject and never took it. It's going to be hard for the family to hear that there was an opportunity to identify the suspect and stop him if federal law had been followed. Absolutely. Had the subject had DNA taken the first time they were encountered, there would have been an instant possibility that any future criminal activity would have been stopped immediately and there was definite potential for the individual to be apprehended. Six months before Rachel Morin's murder, the suspect was linked to a brutal home invasion in Los Angeles. I think if due diligence was exercised and we comply with the law, DNA was collected. We would have known who we were looking for on behalf of the little girl and the young lady out in Los Angeles and hopefully been addicted along before he got to Maryland. Did Homeland Security fail Rachel Morin? In the context of not collecting the DNA that is mandated by law, they did not do it and there's no other answer. Even independent government investigators admitted in this May 2023 letter that border agencies do not systematically record data on the reasons for the non-collections. What's the consequence for the American public? We know for a fact that not every individual who crosses the border illegally into the United States goes on to commit violent acts, but given the number, even a very small percentage results in a definite increase in crime within the United States. Does Homeland Security owe the victims an apology? Does Customs and Border Protection owe the victims an apology? At a minimum, many people in this country are owed an explanation. Ultimately, the Secretary of Department of Homeland Security is responsible. We know that he's been notified of the non-compliance. They've done so with impunity. Has anyone at Homeland Security been disciplined? Not that we're aware of. No. Demoted? No. No, and to the contrary promoted? Promoted. Anyone fired for failing to comply with the DNA law? No. No. The only ones disciplined are sitting right here. This exclusive internal memo concluded the border agency retaliated against them, including denial of promotion, hostile work environment, reputational harm, among other issues. How hard did you have to work within the government bureaucracy to get this memo? The Office of Special Counsel refused to give it to us. We received it through discovery with our legal counsel. So you had to spend your own money to get confirmation that you were being punished by the government. That's correct. For me personally, it's a mystery as to why the Office of Special Counsel did not see fit to share that document with us. I've had my law enforcement credentials, firearms taken away from me. I've had my law enforcement retirement taken away from me. And we will tell you this in a law enforcement environment, publicly removing someone's firearm is the ultimate insult and degradation. I was basically iced, left to sit at my desk every day, do nothing but the most menial tasks. My future career options, because I was working in such a limited sphere, all that future potential vanished in a day. I was demoted three levels. Like Mr. Taylor, my firearm was taken, my credentials were taken, and it was the final blow to a professional career. And what we did was we came forward. Not in 75 years or so of combined service, have one of us even had a written or verbal disciplinary action. One of the supervisors said, very matter of fact, the agency's goal is to bankrupt you, make you quit, die, kill yourselves, or basically preferably all of the above. What you describe sounds like a criminal conspiracy. We think a lot of this is criminal, not so much even when it comes to us, but the absolute intentional dereliction of implementing the DNA law. We don't need to bring in more crime. We have enough of our own. The tool we have, the DNA Fingerprint Act, we are willfully not complying. And we ask ourselves, how is this happening? I think we know how it's happening. [MUSIC]

# Analysis

_Machine-generated by trump.fm on 2026-03-25T10:27:49.704Z (UTC): a model's reading of this post, not his words. Its psychological terms describe the language, not a clinical assessment of him._

## Psychological & Rhetorical Analysis

**Trump Truth Social — 2024-08-13T14:58:37Z | Post ts_112955301403081741**

---

### Authorship Attribution

**Assessment: Aide-authored (high confidence)**

UTC 14:58 converts to approximately 10:58 AM Eastern (EDT, UTC-4). Given the Bozeman, Montana rally that evening, Trump may have already been traveling westward, but Mountain Time (UTC-6) would place this at 8:58 AM — deep in business hours regardless of timezone. The structural evidence is more dispositive: the post is a clean, attributed quote of a named journalist, properly formatted with quotation marks, zero typos, no ALL CAPS emotional outbursts, and no first-person interjection. The 🚨BREAKING🚨 emoji framing is a signature aide amplification pattern (consistent with Scavino-style rapid news amplification). Authentic Trump posts at this period tend to insert editorial commentary, self-reference, or emotional escalation. This one abstains entirely. The post reads as a campaign research/communications staff repost, strategically timed to keep the immigration-crime frame active the week before the Democratic National Convention.

---

### Context and Trigger

This post lands during a high-stakes competitive window: the DNC is one week out, Kamala Harris's campaign is raising record funds ($12M at San Francisco alone), and the Trump-Musk X interview is the dominant Trump media event of the day. The decision to amplify a border-security whistleblower story serves as a counter-programming move — pivoting away from the spectacle of the delayed Musk interview toward a substantive (if contested) policy threat narrative. The trigger is best classified as **preemptive attack / maintenance**: neutralizing anticipated DNC momentum by anchoring negative associations to the current administration's immigration record before the convention's media saturation begins.

---

### Level 1: Dispositional Traits (Big Five)

The post is primarily staff-voiced, limiting trait inference. To the extent it reflects editorial choices:
- **Low Agreeableness**: Adversarial framing (government targeting whistleblowers, cover-up narrative)
- **Low Conscientiousness** (in information handling): Amplifies an unverified "leaked memo" claim without qualification
- **High Neuroticism** (content valence): Fear and threat dominate the semantic field — "targeted," "preventable deaths," "not followed"
- No meaningful Openness, Conscientiousness, or Extraversion signal from original authored language

---

### Level 2: Characteristic Adaptations

**Agency motives** dominate: the post positions Trump (implicitly) as the authoritative force that will correct governmental failures. The "preventable deaths" framing is an achievement/control schema — deaths that *should have been* prevented by competent (i.e., Trump-era) enforcement.

**Schema analysis**: World = corrupt and dangerous when not under proper authority. Self = the corrective force. Out-group (current administration) = negligent, retaliatory against truth-tellers, complicit in preventable American harm.

---

### Level 3: Narrative Identity

Despite being aide-authored, the content selection reflects Trump's narrative identity preferences:

- **Protagonist role**: Implied savior/exposer — by surfacing this story, Trump positions himself as the one willing to amplify what the powerful suppress
- **Contamination sequence**: Order (proper DNA collection enforcement) → Chaos (ignored laws, targeted whistleblowers, preventable deaths) — attributed to the current administration
- **Contrasting other**: A negligent, retaliatory federal bureaucracy
- **Identity claim** (implicit): "I am the one who listens to whistleblowers and enforces the law"

The narrative is consistent with the broader 2024 campaign meta-narrative: America has deteriorated under Democratic administration; restoration requires Trump's return.

---

### Level 4: Clinical Indicators

**Limited direct clinical data** given the aide-authored nature. The *selection* of this content (rather than original language) reflects consistent patterns:

- **Paranoid features**: Whistleblowers "targeted" by the government is a persecution/surveillance narrative consistent with ongoing paranoid schema activation
- **Narcissistic maintenance**: The post keeps Trump's preferred issue (border security, immigration deaths) salient rather than ceding the news cycle entirely to the Musk interview or DNC
- **Antisocial features**: No remorse framing for immigration-related deaths; purely instrumental weaponization of human suffering for political gain

---

### Rhetorical & Propaganda Techniques

- **Appeal to authority**: Catherine Herridge (credible journalist, formerly CBS/Fox) is named, lending institutional legitimacy to the claim
- **Appeal to fear**: "American deaths 'were preventable'" is maximally emotionally salient — implicating the current administration in culpable negligence
- **Urgency engineering**: 🚨BREAKING🚨 framing creates artificial immediacy; "leaked" implies suppressed truth being heroically surfaced
- **Conspiracy framing**: Whistleblowers "targeted" for exposing wrongdoing activates a cover-up schema
- **False implication**: The post stops short of explicit blame but the causal chain (law not followed → deaths preventable) clearly implies current-administration culpability
- **Firehose element**: Part of a high-volume posting day (Musk interview links, endorsement, "all-time record" posts) — volume itself is a persuasion tool

---

### Gaslighting & Reality Distortion

The post does not directly gaslight. It amplifies claims attributed to a named journalist, providing cover for any factual issues. The "leaked memo" framing implies documentation exists that the public cannot scrutinize, a classic unverifiable authority move.

---

### Shared Psychosis / Epistemic Closure

The "leaked" framing combined with whistleblower suppression narrative reinforces an existing closed epistemic loop: official sources deny; any denial is itself proof of the cover-up. This is a structurally unfalsifiable claim, functioning as an epistemic closure mechanism for the base.

---

### Danger Assessment

**Level: Elevated**

The "preventable American deaths" frame, attributed to immigration enforcement failures, contributes to a cumulative dehumanization-by-proxy pattern. While no direct eliminationist language is present, the repeated invocation of Americans dying preventably due to immigration policy contributes to a stochastic radicalization environment. No specific targets are named; no mobilization call is present. Danger is in the aggregate framing pattern rather than this post specifically.

---

### Cognitive Status

Insufficient original language for cognitive assessment. The post is a verbatim quote from a journalist. No baseline deviation can be measured. Prior same-day posts ("FAKE NEWS," endorsement text) show typical Trump register with no notable deviation.

---

### Fact Verification

| Claim | Verdict | Evidence |
|-------|---------|----------|
| "Catherine Herridge reported on a leaked government memo confirming whistleblowers were targeted by Border Agency" | **Unverifiable** | Herridge is a real credentialed journalist (formerly CBS News, Fox News); the specific report is plausible given her beat but cannot be independently confirmed from available information. |
| "Federal DNA Collection law was not followed for immigration violations" | **Unverifiable** | The DNA Fingerprint Act of 2005 and related regulations do require DNA collection from certain arrestees including immigration violators; whether specific compliance failures occurred as alleged is not verifiable from available data. |
| "American deaths were preventable (per whistleblowers)" | **Unverifiable** | Attributed to unnamed whistleblowers; no independent corroboration in provided events context or accessible training knowledge. Claim is structural — designed to be emotionally potent but unverifiable. |

## That day

_From trump.fm's machine-generated digest of the day, not his words._

**Musk Interview Afterglow Curdles Into Poll Grievance Before Pivoting to Coordinated Harris Assault**

Trump spent the day riding the momentum of his lengthy interview with Elon Musk the night before, repeatedly touting its viewership as record-breaking while complaining that media coverage focused on technical glitches instead. A batch of thirteen congressional endorsements for Minnesota and Wisconsin candidates went out overnight, clearly staff-managed. The day's emotional low point came mid-morning when an unfavorable NYT/Siena poll triggered a brief flash of anger and conspiratorial accusations of rigged methodology, but the mood quickly redirected into a sustained, organized attack campaign against Kamala Harris on fracking, healthcare, and policy flip-flops ahead of the upcoming Democratic National Convention.
