What the image shows
A news-style photograph taken at the Lincoln Memorial Reflecting Pool in Washington, D.C. Three soldiers in U.S. Army camouflage combat uniforms, caps, tactical vests, and tan boots stand along the edge of the reflecting pool, with a piece of green equipment (appears to be a mobile lighting/camera tower on wheels) parked on the walkway behind them. The Lincoln Memorial building, with its classical columns, is visible in the background across the pool, its reflection visible in the still water. A few pedestrians are visible near the memorial's steps. The sky is clear and blue with light wisps of cloud, and trees line both sides of the pool.
