If there was even a slight reluctance, I would immediately withdraw the invitation, there would be NO Negotiation - But this did not happen often. I did help with prisoner commutation, but only if deserving, and much more so for Kanye West than for Kim, who probably voted for Crooked Joe Biden, and look at the mess our Country is in now. It's a sick form of the now legendary Trump Derangement Syndrome, TDS, that only comes from losing too much. They want trillions of dollars to be taken from the health care system and given to others who are not deserving. People who have come into our country illegally, many from prisons and mental institutions. This will hurt American citizens and Republicans will not let that happen. It's now time for the Republicans to play their Trump card and go for what's called the nuclear option. Get rid of the filibuster and get rid of it now. We can make our country so strong, so great. We can do all the things that we wanted to do. Just a short while ago, the Democrats, while in power, fought for three years to do this, but were unable to pull it off because of Senators Joe Manchin of West Virginia and Kristen Sinema of Arizona. Never have the Democrats fought so hard to do something because they knew the tremendous strength in terminating the filibuster and everything that would give them. They wanted to do it so badly. We have a chance to do it now and to make our country great again. They want to substantially expand the United States Supreme Court, make Washington, D.C., and Puerto Rico states, thereby automatically picking up four Senate seats, many House seats, and at least eight electoral votes, and many other highly destructive things for them. But for us, we can do it. It was their idea originally, Obama and Harry Reid, in order to screw the Republicans. And now we can turn it around, and we can screw the Democrats and make our country so strong. Well, now we're in power, and we can do it, and we should do it, and it should be done immediately and this ridiculous country-destroying shutdown, among many other things. And that's the least of it. If the Democrats ever came back into power, which would be made easier for them if the Republicans are not using the great strength and policies made available to us by ending the filibuster, the Democrats will exercise their rights, and it will be done in the first day they take office, regardless of whether or not we do it. The Democrats want to end the filibuster. It will be done the first day they get into office. Don't you understand that, Republicans? In addition to all the other things that we would get, such as the best judges, the best U.S. attorneys, the best of everything, this would be a concept from years ago of then president, Barack Hussein Obama, and former Majority Leader Harry Reid, in order to take advantage of Republicans. Now I want to do it in order to take advantage of the Democrats. Because of the fact that the Democrats have gone stone-cold crazy, the choice is clear. Initiate the nuclear option, get rid of the filibuster, and make America great again. Republicans, you have to be strong. You can't be weak. We get pushed around too much. These are crooked people. You have to be strong. Get rid of the filibuster, and let's make our country great. Let's end the shutdown. It'll be ended in minutes. Stop it. Be smart. Be strong. And win, win, win.

Every president has viewed it as a violation of separation of powers -- the president's Article II plenary power to run foreign policy and his authority as the commander-in-chief. FACT: The Supreme Court has never ruled on the Act's constitutionality and likely never will. Indeed, Congress itself is split on the issue, with Democrats supporting Democrat presidents and Republicans supporting Republican presidents. The War Powers Act is nothing but a political tool used by members of Congress against a president of the opposite party -- and their arguments mostly switch from one side to the other depending on who is president. FACT: The first draft of the Constitution provided that Congress would have the power to MAKE war. The delegates at the Constitutional Convention rejected that language and changed it to DECLARE war, intentionally watering it down because they did not believe a body with numerous members was institutionally capable of making such decisions. FACT: To declare war does not result in making war, e.g., if Congress were to declare war and a president refused to accept such a declaration, Congress cannot force the commander-in-chief to execute such a war. Congress declaring war, which it has done a mere 11 times (mostly during World War II) since the nation's founding, is essentially the highest means by which it can proclaim its support for a war. It is not a condition precedent to making war and never has been. FACT: The only power Congress has to prevent a military operation is the power of the purse. That said, a president who, as commander-in-chief, has authorized military action will not sign such a bill for it is intended to prevent what he has already commanded. Therefore, Congress would need a two-thirds majority of both Houses to override his veto. In other words, a president has broad power to take military action. FACT: Other than the vice president, the president is the only federal official elected by the entirety of the people.
